Packaged launcher

Use the installed Batch launcher with the documented input, output and log arguments. Run --help to inspect supported options. If a script locates the launcher through the runtime manifest, resolve its executable and arguments relative to that installation rather than assuming a developer folder. A license failure returns exit code 5; resolve the authorization problem before expecting a solved output project.
