Runtime manifest fields

Read manifest.json from the installed runtime when locating components programmatically. The Batch entry is described by batchExecutable and batchArguments; the matching workflow Python and SDK locations use scientificPythonExecutable and publicSdkPath. Use only paths inside that installation, and do not edit dependency or validation records to make an incompatible runtime appear valid.
