Transactional TLN output

Packs to a sibling temporary archive and replaces the destination only after success.

The output parent is created, the last staged project is packed to a hidden sibling .tmp path, and os.replace commits it atomically. Pack, checkpoint, timeout, solve, or Python failures delete the temporary archive and retain any previous destination.
