Relocatable path resolution

Consumers resolve manifest paths relative to the directory containing manifest.json. The Windows release audit rejects absolute or escaping paths, requires the Batch and service executable to match in standalone mode, requires batchArguments to equal ["--batch"], runs packaged telionbatch --help, and verifies fail-closed license behavior against the manifest audit model.
